PRESIDEN REPUBLIK INDONESIA

PADA

KUNJUNGAN SEKRETARIS JENDERAL PBB

KE INDONESIAN PEACE AND SECURITY CENTER

DI SENTUL, JAWA BARAT,

Assalamu'alaikum warahmatullahi wabarakatuh,

Peace be upon us all,

 

Your Excellency, the United Nations Secretary General, Mr. Ban Ki-moon,

Excellencies, Ministers, Ambassadors, Head of the International Organizations, and the delegations of the United Nations,

Distinguished guests, my fellow peacekeepers,

Ladies and gentlemen,

 

It is with great honor that I welcome the United Nations Secretary General, His Excellency Mr. Ban Ki-moon and Madame Ban Soon-taek, and the distinguised UN delegations, to the Indonesian Peace and Security Center, here in Sentul, Bogor.

 

This center of the art compound was built with a view to enhancing Indonesia's capacity to contribute to the effort of maintaining international peace and security. It is aimed to promote Indonesia's greater participation in the UN peacekeeping missions. Since our participation in the UN Emergency Force in 1957, peacekeeping has become a vital element of the Indonesia's foreign policy. Through peacekeeping, Indonesia can lift up its constitutional mandate of playing an active role in the maintanance of international peace and security. Around 1,974 Indonesian peacekeepers are currently deployed in seven UN peacekeeping operations. The largest is in UNIFIL reaching 1,456 personnel. With long history of contribution to the UN peacekeeping mission and with the presence of this center, now we have a higher goal. We wish to become one of the world top ten troop contributing countries.

 

We aspire to increase the number of our peacekeepers up to 4,000 personnel. But, number alone is not enough. Today, peacekeeping missions operate in a more complex environment. Peacekeepers need to be well equiped in order to perform the rule effectively. From my experience serving in a UN mission, a capable peacekeeper is essential for the success of the mandate. Your obligations should go beyond military basics. It should be able to develop team building with multinational personnel. In need to have capacity to meet the rapid  deployment requirement as well as ability to counter terrorism and to engage in disaster relief operation. They also need to have a good knowledge of the countries to where they are to be deployed, understand your culture and even speak your language.

 

The IPSC was established precisely with those specific objectives in mind. The IPSC is a 261 hectares integrated training center that has fight strong conscience. It is an institution dedicated build capacity in peacekeeping operation, counter terrorism and disaster risk management. It is also served as  the headquarter for the Indonesia's standby force as well as a language center. A whole construction of this compound will be completed by 2014. In the future, the IPSC also plans to develop training for civilian experts and to deploy in the field of preventive diplomacy, peacemaking, mediation and post conflict peacebuilding. Our experience in both countries affirm the importance of civilian experts component in a complex peace mission. With this in mind, we are now striving for capable and credible civilian expert to support a better of civil administration, democratization and institutional building, and reconstruction and economic development of the UN peacebuilding mission.

 

Of course, it is also our priority to prepare civilian police component which critical to the police and justice field of a post conflict peacebuilding mission. We have this strong commitment and we have to work hard to accomplish its realization. But Indonesia cannot do it alone in meeting those training needs. Therefore, collaboration with the UN in national capacity building is imperative. In this regard, I will thank the IPSC to explore and develop collaborative training with the UN departments of peacekeeping operation. Moreover, the further development of this center also rests with the support of our friends and collagues all over the world. I very much welcome your contribution and involvement.
